How Fast Are We Moving and in What Direction?
After learning where we currently are and defining a reasonable and feasible target to move toward, we need to know if we're moving in the right direction, and how fast, in terms of achieving the NCLB goal.
Time becomes a factor in our analysis because we're measuring a progression of movement and the data we use reflect our performance at a point in time.
