Step 4: Formulate Questions to Focus the Monitoring

Purpose:

To formulate questions that will help teachers focus their monitoring and data collection

Actions:

1. Review the discrepancies found in the needs assessment.

Questions to consider:

  • What information needs did you discover during the needs assessment?
  • What do you want to know about the school's literacy program?

2. Work with teachers to formulate focused questions. If you are unsure how to begin, you can follow the rules of thumb for determining focus questions from NCREL's Monitoring the School Literacy Program.

Questions to consider:

  • What questions do committee members, other teachers, and parents feel are most important?
  • Do your questions begin with how, why, or what?
  • Do your questions focus on areas within the school's control?
  • Are your questions focused on teaching, learning, and curriculum?

3. For each question, determine (a) the current condition or level of student performance and (b) the desired condition or level of student performance.

Outcome:

At this point, you should have a list of focused questions that you will use to monitor your literacy program. You should also have come up with a standard against which you will measure data and information.
