A lack of time is considered a major barrier to school restructuring efforts. When efforts to link students with integrated services are undertaken, the challenge of time constraints increases substantially. In its report Prisoners of Time, the National Education Commission on Time and Learning proposes recommendations for putting the issue of time at the top of the nation's education reform agenda.
