Infrastructure Financing States have responsibilities for equity, and programs such as the federal E-Rate fall short of meeting the full range of needs for underserved populations of learners. In the North Central region, some states provide financing to districts for purchasing technology infrastructure. For example, the TEACH Wisconsin funding program provides educational technology block grants to public school districts, Milwaukee charter schools, and secured juvenile correctional facilities to accelerate their investments in educational technology. The Ohio SchoolNet Commission developed the Community Schools.Net program to provide students in community schools with educational technology resources and services.
