Develop
increased
opportunities to learn

According to NCTM's Assessment Standards for School
Mathematics
(1993, working draft), opportunities to learn can be developed
in a
number of situations:
- Use assessments to make instructional decisions based on
students'
needs and existing knowledge in order to increase opportunities to
learn.
- View formal and informal assessments as learning
opportunities
for both students and teachers.
- Focus not only on evaluating student performance, but also on the
conditions needed to provide students with opportunities to
learn -
e.g., high-quality teaching, financial and material resources, and a
safe
and healthy environment.
- Understand that opportunity to learn implies high
expectations
for all students.
