Foertsch discusses the formation of the school's literacy committee. She describes its primary task of developing and conducting a needs assessment to focus the monitoring effort.

"The literacy committee really helps to facilitate the inquiry that teachers are going to make in this needs assessment. This is the group that's most likely to undertake the evaluation study of the health of the program. The focus needs to be school level for the sake of consistency, between and within grade levels, so to get as many teachers involved as possible is important. Administration is important to the monitoring process because they need to provide the support necessary to get the evaluation done."
