Create a clear vision of why and how the technology inherent in the Internet will be used to improve learning and restructure schools.

Recent research on learning has influenced our understanding of technology as a tool for learning and communication. Many educational researchers believe that technology, especially the Internet, will play a significant role in increasing engaged learning in restructured schools. Just as Project 2061's Benchmarks for Science Literacy (1993) and the National Science Education Standards (National Research Council, 1994) have created a vision of what science instruction should be, these researchers have begun to create a vision for learning and technology. The vision:

• Reacts against traditional models of learning, definitions of technology effectiveness, and models of cost effectiveness for technology use

• Stresses the importance of engaged, meaningful learning and collaboration involving challenging, authentic tasks

• Allows us to look at the intersection of learning and technology as two continuums moving from passive to engaged learning and from low- to high-performance technology
