Guidelines for Evaluating
Professional Development Programs

Guskey and Roy (1995) suggest the following guidelines for evaluating
professional development programs:
- "Evaluation should be ongoing.
- Evaluation expectations and procedures should be explicit
and public.
- Evaluation should be informed by multiple sources of data.
- Evaluation should use both quantitative and qualitative data.
- Evaluation should focus on all levels of the organization.
- Evaluation should be considerate of participants' time and
energy.
- Evaluation results should be presented in forms that can be
understood by all program participants and patrons."
