Confidentiality Issues at Fulton County Schools, Hickman, Kentucky
Two school districts and nine human service agencies in Fulton County, Kentucky, participate in the Kentucky Integrated Delivery System (KIDS Project), a collaboration of school-linked services for school-age children and families. The goal of the KIDS Project is to promote and ensure communication and collaboration among all schools and agencies through a Memorandum of Understanding that promotes the sharing of information, facilities, resources, staff, expertise, and services.
KIDS Project collaborators developed Stepping Stones for Initiating an Interagency Agreement, which discusses confidentiality procedures and guidelines for information sharing. Services for students and families are determined through case conferences by a conference team comprising representatives from the schools and agencies. At case conferences, the release of information is through oral presentation only and is permitted after the parent or guardian has signed a Case Conference Parent/Guardian Consent Form. Members of the case conference team are required to sign a Confidentiality Agreement for Case Conference Participants at each conference attended.
