Debora Rogers, one of the hosts of Voices audio magazine, describes the three aspects of an effective school-based ATOD prevention program. Excerpted from the audio series Voices: The Midwest Audio Network for Drug-Free Schools and Communities, volume #1 (Midwest Regional Center for Drug-Free Schools and Communities, 1991).

"Real solutions must include early intervention that's developmentally appropriate education, assessment and student assistance and counseling and this is going to be a biggy, but meaningful alternative activities. For it to work, solutions have to also mobilize the entire community, whether that be in the city of in the country."

This Critical Issue was researched and written by William M. Harvey, founder and executive director of the Narcotics Service Council in St. Louis, the oldest community-based substance abuse program in Missouri.
