New Expectations on Work-Based Learning

Paris and Mason (1995) describe the general goals of the School-to-Work Opportunities Act of 1994:

"The basis of the school-to-work opportunities system is:
1. The integration of work-based learning and school-based learning.

2. The integration of academic and occupational learning.

3. The linking of secondary and postsecondary education.

School-to-work opportunities systems will be expected to provide:

1. Participating students the opportunity to complete a career major.

2. Participating students (to the extent practicable) with strong experience in and understanding of all aspects of the industry the students are preparing to enter.

3. All students with equal access to the full range of such program components (including both school-based and work-based learning components) and connecting activities." (p. 9)
