"The development of a benchmarking system begins with an analysis of existing successful, effective school-to-work initiatives and continues with an identification of the key variables leading to the success of these already-in-place initiatives. These variables become the benchmarks or targets for evaluating school-to-work planning and implementation processes, activities, and outcomes. Benchmarks can be useful in helping planners design their initiative, too (Illinois Job Training Coordinating Council, 1995; National School-to-Work Learning and Information Center, 1996a)." (p. 34)
