"You also have to look at the issues of what kind of support systems are in place. You can have good staff development in technology, but if teachers don't have access to equipment, quality software, the hardware that's necessary, the coaching system to help you feel comfortable and successful, the curriculum changes that will allow me to use more technology integrated into my classroom, then we're not going to see changes in student achievement. But we have to talk about this whole package of things."
