Fragmented Service Delivery System

There are several reasons for the failure of our current service delivery systems:

Most services are crisis-oriented.
They divide the problems of children and families into rigid and distinct categories that fail to reflect their interrelated causes and solutions.
There is inadequate communication among public and private sector providers.
Individual, specialized agencies acting on their own do not have the expertise or resources to craft comprehensive solutions to complex problems.
The services that do exist are inadequately funded (Melaville with Blank, 1991).
