

Fragmented Service
Delivery System

There are several reasons for
the failure of our current service delivery systems:
- Most services are
crisis-oriented.
- They divide the problems of children and families into rigid and
distinct categories that fail to reflect their interrelated causes and solutions.
- There
is inadequate communication among public and private sector providers.
- Individual,
specialized agencies acting on their own do not have the expertise or resources to craft
comprehensive solutions to complex problems.
- The services that do exist are
inadequately funded (Melaville with Blank, 1991).
