If all students are to excel in school, teachers must create high-achieving learning environments for all students. In such an environment, the most effective curriculum and instruction techniques combine to support learning. Classroom activities build on students' prior knowledge and experience, and students learn basic skills and thinking skills while investigating real-world problems and issues.
