Pathways Home

Success for All is a schoolwide restructuring program for preschool through fifth grade premised on the belief all students can learn. Students who experience difficulty reading in preschool through grade three receive individual tutoring in the regular curriculum from certified teachers. The program combines effective practices such as one-on-one tutoring and cooperative learning with frequent assessment and family support services. The goal is for all students to perform at grade level by the end of third grade. The program grew out of a partnership between the Baltimore Public Schools and the Center for Research on Elementary and Middle Schools (CREMS). It was implemented in the Baltimore schools in 1987-88. Since then, another 50 schools in 15 states have adopted the program.
