
Since 1981, the federal government has given school districts funds to provide supplementary services to low-achieving students as specified under the Education Consolidation and Improvement Act. Until recently, most schools used this money (known first as Chapter 1 and now Title I funds) to pull students from regular classrooms to attend remedial instruction (Burnett, 1993). Educators now believe many pull-out programs are ineffective. In an effort to improve instruction for these students, the act now allows and encourages high-poverty schools to use Title I money for schoolwide programs.
